Clause 42 - Minimum Area of Rooms in Residential Buildings 

(1)The area of the.. 

     a. first habitable room in residential building shall be not less than 11.00 square meters, 

     b. the second habitable room shall be not less than 9.30 square meters and, 

     c. all other rooms shall be not less than 6.50 square meters in area.

(2)The width of every habitable room in a residential building shall be not less than 2.0 meters.

(3)The area and width of the kitchen in a residential building shall be not less than 2.0 meters and 1.50 meters respectively.

Comments:

1st Room: 3.46  x 2.86=9.89m2

2nd Room: 3.00 x 2.86=8.58m2

3rd Room: 2.25 x 2.89=6.50m2

In this case only the 3rd room size is complying with UBBL.

While the width of every rooms are more > than 2.0 meters. 

Clause 86 - Party walls.

(1) Party walls in single storey houses may be in load-bearing 100 mm solid masonry or in-situ concrete provided the requirements of part V, VI, and VII of these By-Laws are complied with.

(2) All party walls shall carried above the upper surface of the roof to a distance of not less than 230 mm at night angles to such upper surface.

(3) Other non-combustible materials may be used for party walls provided the requirements of part V, VI and VII of these By-laws are complied with.

(4) All party walls shall generally be not less than 200 mm total thickness of solid 
masonry or in situ concrete which may be made up of two separate skins each of not 
less than 100 mm thickness.

(5) All party walls shall be carried above the upper surface of the roof to a distance of 
not less than 230 mm at night angles to such upper surface.

Clause 117- Access to Roof Space.

(1) Where the space beneath a roof is enclosed by a ceiling, access to such space shall be provided by means of a trap door at least 0.75 metres in any direction.

Clause 106. Dimensions of Staircases.

1) In any staircase, the rise of any staircase shall be not more than 180 mm and the tread shall be not less than 255 mm and the dimensions of the rise and the tread of the staircase so chosen shall be uniform and consistent throughout.

Comments:
The owner used the half turn staircase type: The riser is 170mm. The tread is 270mm. The riser and treads are uniform and consistent. It's achieved the minimum requirement and complied with the stated clause.

Clause 39 - Natural Lighting and Ventilation.

1)  Every rooms designed, adapted or used for residential, business or other purposes except hospitals and schools shall be provided with natural lighting and natural ventilation by means of one or more windows having a total area of not less than 10% of the clear floor area of such room and shall have openings capable of allowing a free uninterrupted passage of air of not less than 5% of such floor area.
